Physical and Psychological Effects of Chlorine and Phosgene
Chlorine and Phosgene gases each have their own effects when they react to the human body. Chlorine gas turns into hydrochloric acid when it gets into your lungs, which will suffocate you if left untreated, which is the reason it's called a suffocating agent. Phosgene gas does much the same thing. The symptoms of chlorine and phosgene gas are blurred vision, nausea and vomiting, either pink and white liquid or standard vomiting, lesions on the skin, an accumulation of liquid in the lungs, otherwise known as a pulmonary edema, and a burning sensation in the nose, throat, and eyes. If left alone, this gas causes death.

Gas was more psychologically effective than it was physically effective. Many soldiers watched their friends and comrades die horrible deaths from chlorine or phosgene gas and this could cause breakdowns in the ranks. The first time chlorine gas was used in the Second Battle of Ypres, hysteria sprang up in the Allied ranks and they ran, which heightened the effects of the gas. It wasn't as physically effective as was hoped but it was psychologically effective. These gases caused 1,250,000 casualties and 91,000 fatalities. Chlorine and Phosgene may not have been the deadliest weapons, but they were the most feared and that's what Germany wanted.
